Bio - Brian Townsend - City Administrator

Brian A. Townsend was appointed City Administrator of St. Charles on October 3, 2005. Prior to that, he served as the Assistant Village Manager for the Village of Schaumburg, a position he held for 7 years. He also served as Administrative Intern and Assistant to the Village Manager in Schaumburg.

During his tenure with Schaumburg, Brian demonstrated great skill and expertise in managing a wide variety of projects from community events to multi-million dollar capital projects, including the Schaumburg Convention Center and Hotel project. He has extensive experience in municipal management, capital project oversight, and local government operations. His strong attributes in communications and leadership have been noted in peer and subordinate reviews, where he has been described as “extraordinarily hard working,” a “good diplomat,” and a “first rate manager.”

In St. Charles, Brian is successfully guiding several initiatives, including the First Street Redevelopment Project, a $100 million downtown revitalization and economic development program, that is currently underway. He has also enacted effective cost-containment measures and enhanced communication with the City Council.

Brian’s educational background includes a Master of Public Administration and a Bachelor of Science in Political Science, both from Northern Illinois University in DeKalb.

Brian has received the International City/County Management (ICMA) Credentialed Manager designation. This program is a means of defining and recognizing a professional local government manager qualified by a combination of education and experience, adherence to high standards of integrity, and an assessed commitment to lifelong learning and professional development. He has also completed the Civic Leadership Academy offered by the Center for Governmental Studies at Northern Illinois University.

Brian is a member of the Illinois Association of Municipal Management Assistants and the Illinois City/County Managers Association, as well as the International City/County Management Association. He served on the Legislative Committee for the DuPage Mayors and Managers Conference from 1998-2006. He currently serves as Deputy Director of the Transportation Policy Committee for that organization and also holds a seat on the Board of Directors.

Brian serves on the Board of Directors for the Downtown St. Charles Partnership and the DuKane Valley Council. He is also a member of the St. Charles Kiwanis Club, the St. Charles Heritage Center, and the St. Charles Chamber of Commerce Large Business and Legislative Committee.

Townsend is married to Patti, his wife since 1995. The couple has three children – Kathleen, John, and Grace. They currently reside in St. Charles.

In his spare time, Townsend enjoys taking trips with his family, watching movies, playing golf, and is an avid fan of college basketball.
