Right-of-Way (ROW) Construction Activities
The public right of way (ROW) includes the street and the area between the sidewalk and the curb (or edge of pavement). All construction activities performed by organizations other than the City and within these right of way boundaries are permitted and monitored by the Engineering Office. Construction activities may include:

    • Sidewalk replacement
    • Driveway replacement
    • Tree planting
    • Utility service repair
    • Any public utility construction activities

A ROW Permit form is available online. Maintenance activities, such as mowing or turf restoration, do not require a permit. If you are uncertain whether or not a permit is necessary, please call (630) 377-4486 or click here to submit an e-mail question.


Stormwater Information
Any activity disturbing 5,000 square feet or more requires a stormwater management permit to be submitted. Any work within a floodplain or wetland also requires submittal of a stormwater management permit. The Engineering Division will provide assistance with floodplain maps to determine floodplain and wetland locations. Stormwater permit forms are available online. If a project requires the submittal of a building permit and a stormwater permit, both should be submitted together. The City Code and Kane County Ordinances provide additional information on local and county requirements. Subdivision Plan Review and Building Permit Plan Review
Any subdivision or building permit project that involves one or more of the following elements requires plan review by the Engineering Office:
    • Public roadway or utility construction
    • Any work within the ROW
    • Water, sanitary sewer or storm sewer service utility connections
    • Any construction activity that would involve a detour, lane closure or use of a public street for materials or equipment staging

The City strongly encourages communication while project concepts are being developed and before a project is submitted. The Engineering Office provides utility and street maps, as well as guidance on City Code requirements. Development standards have also been developed to assist in plan preparation.
