Final Update
The restoration work of the river wall and plaza at the Municipal Center has been substantially completed.
Inspection at substantial completion was performed by representatives of Bulley, WJE, and the City of St. Charles on May 12, 2010. During this inspection several punchlist items were observed which required resolution prior to occupancy. As of May 20, 2010, Bulley has reported that the majority of punchlist items have been completed. It is anticipated that the remaining punchlist items, primarily installation of the iconic light fixtures, will be completed by the end of May.
The goal of the restoration work was to maintain or reestablish the design features of the site based on original available drawings, as well as the design team’s interpretation of the original designer’s intent. Restoration work included: reconfiguration of the plaza and planters at street level; rebuilding of the parapet walls; rebuilding of the stone cladding along the west and north river walls; rebuilding of the fishing platform and fountains at the river level; and rebuilding of the viewing platform at the north end of the plaza.

Placement of all colored concrete pavement at the plaza level is expected to be completed by Friday, April 23. Application of the sealing compound to the surface concrete pavement is in progress. Installation of the rough cut stone cladding along the north river wall has been completed. Installation of the limestone parapet wall at the remainder of the north river wall is in progress. Installation of all remaining stone at the fishing platform level is expected to be completed. Installation of the irrigation system for the planters is expected to be completed. Installation of electrical outlets and other miscellaneous work is in progress.

Placement of the Deep Charcoal concrete pavement, at the plaza level, has continued along west side of the Municipal Center building. Application of the concrete sealer to the concrete pavement along the south side of the Municipal Center building was performed. Placement of the Harvest Wheat concrete pavement at the south and southwest decorative stars is scheduled for Friday, April 6, 2010. Preparation of the site, i.e. installation of reinforcement and formwork, for placement of the remaining colored concrete pavement at the plaza level is ongoing. Installation of the irrigation system within the planters has begun.

Placement of the Deep Charcoal concrete pavement at the plaza level has been completed along the south side of the plaza. Placement of the Deep Charcoal concrete pavement has also been completed along the west side of the plaza up to the west entrance to the Municipal Center building. Preparation of the site, i.e. installation of reinforcement and formwork, for placement of the remaining colored concrete pavement at the plaza level is in progress.

Work at the site has resumed. Installation of the stainless steel handrails along the west parapet wall is nearly complete. Placement of the Deep Charcoal concrete pavement at the plaza level has begun. Placement of the concrete at the plaza level is concentrated at the south side of the Municipal Center building. Preparation of the site for placement of the remaining concrete pavement at the plaza level is in progress.

Installation of reinforcing bars and formwork for the walls of the planters located at the north end of the west plaza and at the southeast corner of the plaza was completed. Placement of concrete for the walls of the planters at these two locations was performed on Thursday, February 04, 2010. Removal of formwork for these two planters is scheduled for the week of February 8, 2010. Demobilization from the work site, for the remainder of the winter, is in progress and is expected to be completed during the week of February 8, 2010. Remaining restoration work including: placement of the plaza slab, installation of remaining stone cladding along west river wall, installation of remaining parapet wall along the north river wall, and installation of hand and guardrails, will resume in Spring 2010.

Excavation and preparation for the planter located at the north end of the west plaza was performed. Placement of concrete for the foundation slab at this planter location was also performed. Installation of reinforcing bar and formwork for the planter walls at this planter and the planter at the southeast corner of the plaza is ongoing. Installation and startup of the new emergency generator, along the north side of the Municipal Center building, has been completed. Removal of all temporary safety items from the fishing platform level has been completed. Removal of the construction trailer from the work site is also scheduled to be performed.

Installation of all three cut limestone spiral features, which support the iconic light fixtures along the west parapet wall, has been completed. Bulley’s masonry subcontractor has begun demobilization. Installation of reinforcing bar and formwork for the walls of the planter located at south end of the west plaza has been completed. Placement of concrete for the planter walls at this location was performed on Friday, January 22. Installation of the reinforcing bar and formwork for the planter at southeast corner of the plaza is ongoing.

Installation of the rough cut stone cladding at the fountain bowls and west river wall has been completed; with the exception of several locations where temporary wall braces are connected to the river wall. Installation of the stone cladding at these remaining areas is scheduled to be performed in spring 2010. Installation of two of the three cut limestone spiral features, which support the iconic light fixtures, has been completed. Temporary enclosures and heat have been provided at these areas so that work may continue. Placement of concrete for the emergency generator pad and for the walls of the planter located at the southwest corner of the plaza has been completed. Framing for the walls of the planter located at the south end of the west plaza is ongoing. Installation of reinforcing bars and preparation for placement of concrete has begun at the south fountain bowl, support for the precast concrete stair enclosure panels, and slab at the intermediate plaza level. Layout and excavation for the planters at the southeast corner of the plaza is ongoing. Installation of the flagstone pavers at the fountain basins is ongoing.

Placement of concrete at the fishing platform sidewalk, including the decorative walkway between the north and south fountains, has been completed. Placement of concrete at the intermediate plaza level, directly above the fish ladder, has also been completed. Removal of the existing plaza slab and excavation of existing fill for installation of new plumbing and irrigation systems and new planters has begun. Excavation for and installation of the 48-inch diameter by 60 inch deep basin, to provide access to the new fountain supplies, at the northwest corner of the plaza is expected to be completed by Friday, October 23, 2009. Installation of the rough cut stone cladding at the vertical faces of the fountain basins and along the west wall, between the north fountain and fish ladder, is ongoing.

Installation of reinforcing bars for placement of concrete at the north fountain basin was completed. Placement of concrete at the first tier of the north fountain basin and the top two tiers of the south fountain basin was performed on Monday, October 12, 2009. Placement of concrete at the west river wall, between the fish ladder and the north fountain, was performed on Wednesday, October 14, 2009. Installation of reinforcing bars and preparation for placement of concrete is ongoing at the fishing platform between the north and south fountains and at the repairs to the west staircase support structure. Placement of concrete at portions of these two locations is scheduled for Friday, October 16, 2009. Installation of the rough cut stone cladding, along the west river wall directly above the fish ladder, has been completed.

Demolition of deteriorated and unsound concrete identified on the reinforced concrete river walls, at the upper and lower portions of the dam, is in progress. Demolition of the concrete pavement at the viewing platform on the north end of the work site has been completed. Demolition of the concrete and stone pavement at the fishing platform is scheduled to begin.
Installation of the rough cut stone cladding and limestone parapet wall along the north river wall is in progress and is expected to be complete, with the exception of the area currently blocked by the hall road, by Friday, August 14, 2009.
The coffer dam system has been installed at the upper and lower portions of the existing dam. Dewatering of the areas above and below the existing dam has been completed.

Removal of the rough cut stone cladding, by BAMR on the west river wall, from the north fountain south to the North Avenue bridge abutment has been completed. Removal of the rough cut stone cladding on the west river wall above the fish ladder is in progress. Inspection of the concrete backup wall along the west and north river walls indicated several areas where patching of the concrete is required. Mock-up of the new rough cut stone cladding and limestone parapet wall has been completed at the east corner of the north river wall.
The coffer dam system has been installed north of the north viewing platform and along the west side of the fishing platform. Dewatering of the area above the dam has been completed. Dewatering of the area below the dam is in progress. Preliminary inspection of the concrete walls, which have been submerged in water, to identify areas to be removed and replaced or repaired has been performed.

Removal of the rough cut stone cladding, by BAMR on the west river wall, south of the stairs has been completed. Inspection of the concrete backup wall at this location indicated several areas where patching of the concrete wall is required. Documentation of the existing rough cut stone cladding on the west river wall is being documented by BAMR prior to removal. A mockup of the new rough cut stone cladding and limestone parapet wall will be completed along the north river wall by the end of the week.
Frames for the coffer dam system have been installed north of the north viewing platform and along the west side of the fishing platform. Installation of the membrane for the coffer dam system, by Portadam, is ongoing and is expected to be completed by the end of the week. Upon installation of the membrane, dewatering of the areas within the cofferdam will begin.

BAMR to complete the removal of the rough cut stone cladding at the two swing stage locations. Inspection and evaluation of the exposed concrete wall at these two locations is to be performed. Patching of the concrete, if required, and rebuilding of the rough cut stone cladding to begin upon completion of the inspection of the wall. Baumgartner to complete removal of the planter walls on the west side of the Municipal Center.

An additional construction fence has been erected along the west edge of the fishing platform. Baumgartner, Bulley & Andrew’s excavation sub-contractor, is in the process of removing the planter walls along the west and south sides of the Municipal Center. Baumgartner is also in the process of excavating the soil backfill within these planter areas. Two swing stages, to gain access to the face of the west river wall, have been installed on the north and south sides of the south fountain. BAMR has begun removal of the limestone parapet wall and rough cut stone cladding at these two locations. ProArc, Bulley & Andrews electrical sub-contractor, is installing temporary power to the work site.
Week of July 6, 2009
Bulley & Andrews has begun mobilization and work at the jobsite. A construction fence has been erected around the perimeter of the work site. Removal of lights along the west elevation and temporary power has been installed. Installation of tree and building protection and safety fences has begun and is expected to be complete by the end of the week. Removal of trees and shrubs within the existing planters has also begun and is expected to be complete by the end of the week. Removal of the parapet wall along the north edge of the plaza has been performed for installation of a haul road.
