Department Overview
The Public Works Department is responsible for public utilities (electric,
water, wastewater treatment, sanitary sewers, storm water and refuse/recycling),
streets and sidewalks and municipal buildings, grounds and motor fleet.
Administrative offices and municipal garage are located
in the Public Works facility at 200 Devereaux Way. The Director of Public
Works, Mark
Koenen, as well as the Public Works and Engineering administrative
offices are located in the Municipal Building at 2 E. Main Street. The
department is organized into four operating divisions . . .
• Public Services Division
• Electric Utility
• Engineering Division
• Environmental Services Division
Public Services Division
The Public Services Division consists of the Streets, Facilities and Fleet Service Areas. They are
staffed by full- and part-time employees.
Streets and Facilities Service Area
The Streets service area is responsible for the maintenance, repair
and improvement of City streets and off-street parking lots. In addition,
the Streets service area performs snow removal operations, street
sweeping, street striping and signage, along with concrete curb and
sidewalk improvements. Streets is also responsible for trimming and
removing trees from the City parkways and annually conducts a share-the-cost
tree planting reforestation for the City’s parkways.
The Facilities service area is responsible for maintaining
the value and appearance of all City-owned buildings through timely
and cost effective maintenance or repair of structural, mechanical,
plumbing and electrical systems as well as supplying custodial and
pest control services. The goal of these efforts is to provide a
safe, clean and productive work environment for the City employees
and the general public.
Fleet Service Area
The Fleet service area provides maintenance and repairs to all City
vehicles, including dump trucks, tractors, sweepers, police squads, fire vehicles
and staff cars. Operating from a 4,000 square foot maintenance facility,
a staff of four technicians, under the direction of the Fleet Foreman,
complete over 1,300 preventive maintenance operations and over 700
repairs each year. Areas that are continually monitored to maintain
a high level of cost effective service include labor time, direct
time billing and operating cost per mile.
Electric Utility Division
Since the beginning of the St. Charles Municipal Electric Utility in
1892, this division has grown to over 120 Megawatts of peak power
usage. The utility serves over 12,000 residential and commercial customers,
and operates six substations. The substations receive power from suppliers
like Exelon (ComEd) and the Illinois Municipal Electric Association
(IMEA) at 34,500 volts and transform it to the City’s primary
distribution voltage of 12,470 volts for distribution to step-down
transformers supplying customer meters. This division is staffed by
full- and part-time employees under the direction of the Electric
Utility Superintendent, Glynn
Amburgey.
City Engineering Division
The responsibilities of the City Engineering Division can be split into two
primary categories: development review/oversight and infrastructure management.
Development review/oversight services include right-of-way construction
permits, storm water permits and the review of subdivision and building
permit plans. Infrastructure management services include floodplain maps,
flooding assistance, traffic management and utility information. The City
Engineering Division is under the direction of the City Engineer.
Environmental Services Division
The Environmental Services Division is responsible for maintaining, operating
and administering the public water supply, wastewater treatment, sanitary
sewer, stormwater collection, and the collection and disposal of solid
waste (including recycling). This division falls under the direction of
the Environmental Services Manager.
