| Power rates
The City's electric rates are based on the amount of usage in kilowatt-hours (KWH). One watt of electricity consumed for one hour would be equal to one watt-hour. Electric meters measure usage in 1000 watt increments, or kilowatt-hours. KWH is sometimes referred to as the energy component of electrical usage. Our metering measures the total amount of electricity consumed since the last meter reading, giving the amount for monthly billing purposes. Meters are read on or about the same day of the month by our meter reading staff. The rate paid by a residential customer is the number of KWH consumed multiplied by the KWH rate, plus fees and taxes. Commercial and Industrial rates are not based on KWH consumption only. The peak demand is also a part of these rates. Peak demand is the maximum wattage consumed by a user in a given period. Peak demand, or demand, is measured in kilowatts (KW). This is the amount of system capacity the utility must provide to meet the customers needs. Therefore, a commercial or industrial customer's bill will consist of amounts for KWH consumed plus KW required plus fees and taxes. St. Charles Municipal Electric Utility has specific rates for residential customers, small commercial customers, commercial customers, and large commercial and industrial customers.
