Corridor Improvement Program: Using the Guidelines The Design Guidelines have been prepared for usage on two levels: administration of the City Corridor Improvement Grant Program, and to guide City decision-making on non-grant projects. Primarily, the Design Guidelines are intended as a general guide for private property improvements conducted under the auspices of the grant program overseen by the City’s Corridor Improvement Commission. Further, the Design Guidelines are intended for use by property owners, design professionals and developers involved in the development, redevelopment, and improvement of land throughout the City. The guidelines encourage property owners seeking to upgrade the appearance of their properties, or those developing a new site, to go beyond the minimum levels found within City zoning code. The guidelines are intended to foster design excellence and improve the overall appearance of properties within the City. As stated in the Introduction, the standards are recommended levels of accomplishment. They are intended to complement existing zoning and building code ordinances as well as standards established for the Downtown District as called for in the Downtown Strategy Plan (Nov. 2000). Property owners on Main Street, Kirk Road, and Randall Road may also use the Design Guidelines in concert with a property inventory that was prepared for the Corridor Improvement Commission as the Commission prepared to administer the City Corridor Improvement Grant Program. Each site on those three roadways was evaluated in a manner consistent with the organization of the chapters in the Design Guidelines.
