The City of St. Charles is divided into five wards. Two aldermen from each ward are elected to represent their ward on the City Council. The City Clerk and City Treasurer are elected at large. Members of the City Council do receive compensation for their service, although they do not have offices or regular office hours at City Hall. Dan grew up in Cook County suburb of Bellwood, moved west to attend North Central College and fell in love with the area.
He moved to St. Charles in 1979 and now works at Batavia Enterprises as vice president of property management.
Now in his second term on the City Council, Dan got his start on the Plan Commission. He had watched Naperville grow and wanted to work for more controlled growth in St. Charles.
Dan is married and has three children. He also is active in the St. Charles Chamber of Commerce and youth sports. |

Jon was born in O'Fallon, Illinois and has lived with his wife and two children in St. Charles since 1986.
Jon got his BA in Leisure Stuides/Recreation Administration from University of Illinois at Urbana/Champaign. He is currently Executive Director of the John B. Norris Recreation Center, where he has worked for the past 24 years.
Jon has served on the Board of Directors of the St Charles Rotary, and is a Rotary member. This is his first elected position.

Betsy taught special education for 20 years in the Tri-Cities, mostly in Geneva. She has lived in St. Charles since 1974 and reared her four children here.
She got her start in local government with the Youth Commission, which she led for 10 years.
Penny is in her second term. She has also served on the Tri-City Family Services Board, Neighborhood Improvement Association Board and the Norris Cultural Arts Center Board. |

Cliff Carrignan, a Connecticut native, has had the opportunity to call both Texas and California home before discovering St. Charles, Illinois, for his family in 1993.
Cliff served on the St. Charles Plan Commission beginning in 1999, and in 2003 was elected Vice Chairman of the Plan Commission. He is also a past Republican Precinct Committeeman, and a PTO President. He currently serves as Secretary of the St. Charles East High School Girls Softball Booster Club and is Vice President and coach in the St. Charles Comets Softball Association.
Cliff has spent 26 years in sales and sales management positions. He is employed by the SGS Tool Company in Munroe Falls, OH, as a Sales Engineer for the Midwest region. His wife, Michele, is a Teacher/Reading Specialist in the Addison School District. The Carrignans have three daughters and are parishioners at St. John Neumann Catholic Church. |

John served on the City Council previously from 1987 to 1993. He was elected again in 2003 and now represents Ward 3. John currently sits on the Board of the Fox Valley Hospice and also served as Chairman of the Cultural Arts Commission and board member for the Historical Commission. John earned a BA from the University of Dayton in 1970 and graduated from DePaul University’s College of Law in 1975. He was admitted to the Illinois Bar that same year. He and his wife, Cheryl, along with their three children, have lived in St. Charles since 1976. |

William Turner came to St. Charles in 1982 from Wisconsin. He married his wife, Elizabeth in 1990, and moved to Batavia. He and Elizabeth returned to St. Charles in 2002.
William is retired from Johnson Controls Automotive Systems Group. He worked
in Quality Assurance at the Geneva, IL, Battery Plant for 23 years. His wife is an educator of 32 years. She retired in 2004 from Wredling Middle School in St. Charles where she taught Language Arts and Reading. His stepson Ian and daughter-in-law Marija are realtors in Highland Park IL. William has been president of two homeowners associations, including Renaux Manor in St. Charles.
William has a B.S. in Public Administration from the University of Arizona, and a Masters from the University of Wisconsin-Milwaukee. He is a member of the American Society for Quality, and is a Certified Quality Auditor. |

Jim Martin – Ward 4

Jim attended his first City Council meeting in 1971 when he was a resident concerned about a proposed subdivision called Cumberland Green. He hasn’t missed a council meeting since and made it official in 1979 when he was elected to his first term.
He is the president of the St. Charles Convention and Visitors Bureau and active with Rotary, Downtown St. Charles Partnership and Greater St. Charles Education Foundation.
For that history of community involvement, he received the Charlemagne Award in 2001. |

Jo knows politics can hit close to home. She got involved because of a city plan to extend the Prairie Street bridge through her east-side neighborhood. She was born in St. Charles and is semi-retired from a career in accounting and insurance. She volunteers at Delnor-Community Hospital and is active with the American Heart Association and the Mended Hearts organization.

Ed moved to St Charles in 2002. He was elected to the Board of Directors of his subdivision HOA as Treasurer in 2003. He was then elected President of this board in 2004. Ed used that experience and interaction with the City when he was appointed to the St Charles Plan Commission in 2004. He was then elected Vice Chairman of this commission in 2005. He served on the Plan Commission for 3 years.
Ed attended Northeastern Illinois University and received a Bachelor’s Degree in Management. His professional background includes 17 years of sales and management experience in the wine and spirits industry. He is currently a Key Account Manager for Southern Wine and Spirits of Illinois. Ed and his wife Sue have three children. |

Dave lived in St. Charles before moving away in sixth grade. He returned as an adult and became active in community organizations. He served on the Norris Cultural Arts Center Board for six years and the Plan Commission for three. Dave is the former Executive Director of the Downtown St. Charles Partnership. He is married and has three children. |

Warren Drewes – City Treasurer

The City Treasurer is elected from the community at large during mayoral elections, which are every four years. The City Treasurer is bonded and performs duties set by state statute, including the review of reports on all money paid into the city and review of payments. Monthly reports are prepared and provided to the City Council showing the state of the finances of the City. An annual report is also prepared at the end of the fiscal year that includes the total amount of all receipts and expenditures of the City and transactions made as Treasurer during the preceding year. |

Nancy Garrison - City Clerk

The city clerk is elected from the community at large during mayoral elections, which are every four years. The city clerk seals and attests to all contracts of the city, licenses, permits and other documents that require this formality. In addition, he or she keeps a register of all licenses and permits issued, a record showing all of the officers and regular employees of the city, and such other records as may be required by the council. The clerk is also the custodian of the city seal and affixes it on documents whenever required. The clerk acts as the custodian of all documents belonging to the city that are not assigned to the custody of some other officer. Elections duties, as prescribed by the state statutes are conducted by the clerk, along with the issuance of official commissions. A deputy clerk is appointed in May each year and may be appointed by the city clerk to execute and seal all documents required by law or ordinance to be executed by the clerk. |
