The information contained in this Community Profile was compiled by the City of St. Charles Economic Development Department and is current as of April 2007.


International employers, innovative schools, beautiful parks, local and regional resources, and unique architecture have earned St. Charles its reputation as the Pride of the Fox!

St. Charles has a land area of 15 square miles. Located in both DuPage and Kane County, the City of St. Charles is 35 miles west of downtown Chicago. State Highways 25, 31, 38, & 64 cross St. Charles, as do county thoroughfares Randall and Kirk Roads.

Over 2,100 businesses employ over 34,200 people, consisting of a balanced mix of retailers, restaurants, and manufacturing facilities. They are assisted by an active Chamber of Commerce, a full-service Convention and Visitors Bureau, and the award-winning Downtown St. Charles Partnership.

St. Charles has 1,269 hotel rooms, 3 shopping districts, Scarecrow Festival, Pride of the Fox Riverfest, Fine Art Show, monthly Kane County Flea Market, 120 miles of bike paths in Kane County, a full service resort and spa, golf, live theater, convention center, world-class training/meeting facilities . . . all making this picturesque city on the Fox River a destination for fine dining, arts and entertainment, recreational opportunities, and unique shopping.

The Charlestowne Mall (http://www.charlestownemall.com) retail district, Pheasant Run Resort and Convention Center (http://www.pheasantrun.com/), DuPage County Airport (http://www.dupageairport.com), and Danada Medical Center surround a 715-acre business park on our east side, with an additional 36 acres under developmetn (Legacy Business Center).

Our Downtown is at the onset of one of the largest undertakings in the City's history - the First Street Redevelopment Project. This development will add 163,496 s.f. of retail space, 115,000 s.f. of office space, 95 housing units, and 943 parking spaces and will be completed in phases over the next 4 years. To the west, our busy Randall Road corridor is home to the Kane County Fairgrounds, the Kane County Judicial Center, and retailers such as Zylstra Harley-Davidson (http://www.zylstrahd.com/), Lowe's Home Improvement Warehouse (http://www.lowes.com) and Meijer Superstore (http://www.meijer.com). Extensive new developments are underway throughout the west side, including major road improvements at the intersection of Rte. 64 and Randall Road.

St. Charles has an Aldermanic form of government with a City Administrator responsible for daily operations. The City is a home rule municipality. A Comprehensive Plan was adopted in 1997 and updated in 2003.

The 2003 International Building Code was adopted in July 2004. A comprehensive amendment of the zoning code and map was adopted in October 2006.

“Chapter 34” reviews are offered at no charge for all existing buildings proposed for renovation, remodeling or change of use (to determine code requirements).

Sales Tax Rates - As of April 1, 2008
The local sales tax rate is 8% (includes a 1% home rule tax)*. (Please visit the Illinois Department of Revenue for more information on sales tax rates.)

*Qualifying goods, drugs, medical at 1.25%. Titled vehicles are taxed at 6.5%; add 1.0% Chicago Home Rule Tax if a vehicle bought in St. Charles is registered in Chicago.

The St. Charles Police Department has been accredited by the Commission on Accreditation for Law Enforcement Agencies (CALEA) since 1989. Some of the programs that are offered include Too Good for Drugs, Crime Stoppers, National Night Out, Citizen's Police Academy, Safety Town, McGruff Safe House, and TRIAD for seniors.

For the year 2006, the Police Department responded to over 28,000 calls for service. There were 269 Part I arrests and 1,312 Part II offenses. The Investigations Section completed 462 investigations and cleared 71% of the cases assigned. The total number of crashes decreased by 0.1%; the total number of injury crashes decreased by 13% from 2005. The number of DUI citations increased by 23% as a result of increased enforcement and grant activity.

The Fire Department has achieved an ISO Class 2 rating from the Insurance Services Office, which ranks the Department in the top 1% of all Fire Departments within the state. The Fire Department provides code enforcement, public education and prevention programs, fire suppression, hazardous materials response, technical rescue, tactical emergency medics, and advanced life support/paramedic/engine/ambulance services. The Fire Department manages an Emergency Management Agency whose members provide support during emergencies.

The Public Works Department is responsible for public utilities (electric, water, wastewater treatment, sanitary sewers, storm water, refuse/recycling), streets, sidewalks, and municipal buildings, grounds and motor fleet.
