Budget Payment Plan
The City of St. Charles offers a Budget Payment Plan option for our
residential utility customers. The Budget Payment Plan allows the
City to bill a fixed amount for monthly utilities year-round to help
residents manage their budgets. Residents may participate in this
plan provided their account balance is current and they have had a
minimum of four utility bills from the City of St. Charles.
The budget payment amount for a residential utility account will be determined using the consumption from the account’s last twelve utility bills and the current utility rates. If twelve bills are not available, other criteria will be used to determine the budget payment amount.
The budget payment amount will be printed on the monthly utility bill. Should the budget payment amount be less than the amount due on the utility account, a message will be printed on the bill stating that the amount owed, shown at the bottom of the bill should be paid.
The budget payment amount will be reviewed each fall. If an account on the budget payment plan has a credit balance at the time of the review, the credit will be taken into account when determining the new budget payment amount.
