Overview: Mayor's Office

The Mayor is elected for a four-year term, and serves until his/her successor is elected and qualified as provided by the Illinois Compiled Statutes. The Mayor is the chief executive officer of the City, presides over the meetings of the Council, and performs duties as required by state statute or ordinance. The Mayor acts for and on behalf of the City on formal occasions and receptions, oversees all of the executive officers and employees of the City, and has the authority to inspect all records pertaining to city affairs kept by any officer or employee of the City.

The Mayor appoints, by and with the advice and consent of the City council, all officers of the City whose election or appointment is not otherwise provided for.

During a temporary absence or disability of the Mayor, the City Council may elect one of its members to act as Mayor Pro Tem, who during such absence or disability possess the powers of Mayor, as is provided by state statute.

In the event of a vacancy in the office of the Mayor, the Council may appoint one of the members as Acting Mayor to serve until the vacancy is filled at a regular or special election as provided by law.

Liquor Control Commissioner

The Mayor is authorize to serve as the local liquor control commissioner for the area that lies inside the corporate limits of the city and is charged with the administration of the laws of the state as they relate to licensing within the city. The Mayor may appoint a person or persons to assist him in the exercises of these powers. Such person or persons, together with the mayor, shall constitute the local liquor commission and shall seek to promote the health, welfare, and safety of the citizens of the city by regulation and control of the sale of alcoholic liquor.
