Elgin & St. Charles Police Looking for Male Subject

7/27/21 5 PM UPDATE: We have credible information to believe that the suspect has left the immediate St. Charles area. The Elgin Police Department continues to investigate. Anyone with information should call the Elgin Police Department at 847.289.2700.​


This afternoon at 1:05 p.m., an Elgin police officer was transporting a subject who was in custody to the Kane County Sheriff’s Department. The subject had been remanded into the custody of the Kane County Sheriff’s Department after a bond call hearing this morning for felony traffic-related offenses. While the officer was in the area of Randall Road & Route 64 in St. Charles, stopped in traffic, the officer observed the subject fleeing from the police transport van.

The subject, Hugo R. Avila, described as 21 yeas of age, with black hair and brown eyes, approximately 5’8”, 125 pounds, last seen wearing a white t-shirt and blue jeans, was last seen fleeing from the area in a northeast direction. Elgin officers are currently on scene in St. Charles being assisted by the St. Charles Police Department and the Kane County Sheriff’s Department.
