First Street Project- First Floor Uses
The First Street Redevelopment was approved in 2006 as a large Planned Unit Development (PUD) spanning over a number of blocks along south First Street. The PUD approval ordinance included restrictions on the type and square footage of businesses allowed to occupy first floor spaces in the buildings.
First Street Development, LLC and First Street Development II, LLC own and lease out first floor spaces in most of the completed First Street buildings. William Bochte, on behalf of First Street Development, is requesting changes to the restrictions on first floor businesses. This change that would apply to Building #1 (ALE), Building #2 (Riverloft/Alter Brewing), and Building #4 (Plaza building/large parking deck).
Additionally, the City is including adjacent City-owned lots for future Building #6 (SWC Illinois & First) and #8 (NE corner of Illinois & Rt. 31) so that similar changes to the regulations can be considered for those properties.
Modify the First Street PUD ordinance to eliminate PUD-specific limitations on service businesses and office businesses occupying the first floor of buildings.
The First Street buildings would then follow the "Downtown Overlay District" requirements that apply elsewhere in Downtown.

The Plan Commission voted 5 to 1 to recommend denial of the application to amend the PUD.
The application would next be reviewed by the Planning & Development Committee. This date has not been set as the applicant has not yet decided when to proceed.
