First Street Project- First Floor Uses


The First Street Redevelopment was approved in 2006 as a large Planned Unit Development (PUD) spanning over a number of blocks along south First Street. The PUD approval ordinance included restrictions on the type and square footage of businesses allowed to occupy first floor spaces in the buildings.  

First Street Development, LLC and First Street Development II, LLC own and lease out first floor spaces in most of the completed First Street buildings. William Bochte, on behalf of First Street Development, is requesting changes to the restrictions on first floor businesses. This change that would apply to Building #1 (ALE), Building #2 (Riverloft/Alter Brewing), and Building #4 (Plaza building/large parking deck).

Additionally, the City is including adjacent City-owned lots for future Building #6 (SWC Illinois & First) and #8 (NE corner of Illinois & Rt. 31) so that similar changes to the regulations can be considered for those properties.


  • Remove a percentage limitation on the total square footage of certain service businesses occupying the first floor (such as salons, fitness uses)

  • Allow Banks and Office uses that are open to customers (subject to specific standards).

These changes are consistent with regulations that apply elsewhere downtown within the “Downtown Overlay” zoning district.

Public Hearing

A public hearing was initially scheduled for the Plan Commission meeting on March 30. The applicant requested the hearing be continued to the Plan Commission meeting on Tuesday, May 4, 2021. The applicant requested additional time in response to a request from the St. Charles Business Alliance (posted in the project documents menu).
