Riverside Culvert Replacement Project

7th Avenue Creek has a history of flooding, which has damaged homes and overtopped roadways, creating hazardous conditions. In 2021 the City completed the first significant construction project to mitigate flooding in the creek. In 2025 the City will be performing the next step in flood mitigation, replacing the culvert that carries 7th Avenue Creek under Riverside Ave (IL-25). This culvert is significantly undersized which may result in the creek overtopping the road during flood conditions. A larger culvert will reduce the risk of overtopping and will also set the stage for future upstream improvements by increasing drainage capacity at the creek’s outlet.

Project Phase:  Construction

Proposed Improvements:

  • Underground Utilities: Addition of an 8" Watermain connection to the existing water system. Replacement of the existing 8" sanitary sewer. Miscellaneous storm sewer improvements.
  • Box Culvert and Creek: Replacement of the existing culvert with a 12'x7' precast concrete box culvert. Re-meandering of 7th Ave. Creek to meet the new culvert alignment.
  • Surface Restoration: Realignment of the Fox River Trail crossing. Resurfacing sections of Riverside Ave. area disturbed by the project. Restoration of areas along 7th Ave. Creek with native plants and trees.

Road Closures: Intermittent short-term road closures will be utilized throughout the project. IL-25 will be closed to through traffic while the culvert is being replaced.
