  • Report a malfunctioning streetlight Let us know about a problem with a streetlight. These request are added to the Streetlight Maintenance List. Streetlight repairs are typically addressed on Fridays.
  • Development Applications Community Development information regarding the review, approval and construction of private development in St. Charles.

  • CARES Program The C.A.R.E.S. Program is a proactive, voluntary assistance program to assist the St. Charles Police better identify residents requiring a specialized response due to a diagnosed physical, emotional or mental health disability. C.A.R.E.S. allows a resident or family member to provide comprehensive information to assist officers when responding to emergency calls for service.
  • Vacation Watch Request The St. Charles Police Department is pleased to be able to provide the service of checking your residence while you are away on vacation. Please be sure to review the conditions of this request prior to completing the request form.
  • Miscellaneous Licenses & Applications The City of St. Charles does not require general business licenses, however, specific types of business activity require a license. Specific Special Events may also require a license.
  • Open Burning and Recreational Fires Information on the codes regulating open burning and recreational fires and portable outdoor fireplaces in the City of St. Charles.
  • Identity Theft/Financial Crimes Resources to assist if you're a victim of identity theft and tips to safeguard your identity.
  • Report an Issue Create a service request for the City of St. Charles. Issues are handled during regular business hours. For emergencies or to file a report with the St. Charles Police Department, dial 911. Report an electric outage 24/7 to 866-444-0016. Report water main breaks or sewer backups to 630-377-4405. If call is after hours, please listen to voicemail prompts to leave a message to alert on call staff.
  • Snow Removal The City spreads salt & brine during ice storms, freezing rain, sleet or when 2” or less of snow has fallen. Plowing usually begins when 1.5” of snow has fallen and 2” or more has been forecast. The Snow Route Parking Ban is put into effect by the Police Department upon notification by the Public Works Division Manager that 2” of snow has accumulated and additional snowfall is predicted.
  • Commercial Refuse Collection The City does not contract for collection of commercial refuse. Commercial refuse and recycling services are available through a number of licensed vendors with which businesses may contract independently.
  • Submit Autopay Enrollment Set up ACH/Electronic autopay directly from your checking or savings account. There is no fee with this form of payment.
  • Building Permits Provide information and applications for building permits.
  • Illinois Municipal Electric Agency (IMEA) To provide information about IMEA, the City's contract with IMEA, and to share presentations about the IMEA contract that were presented at public meetings.
  • Safety for Seniors Information about the Fire Department's "File of Life" and Home Safety, programs, and the state's Illinois Premise Alert Program.
  • Code Enforcement Code Enforcement works with citizens to resolve issues that impact the quality of life in St. Charles, including violations of the Zoning Ordinance and Property Maintenance Code. Enforcement is accomplished by routine inspections of commercial and residential areas, as well as by responding to citizen complaints.
  • Transparency The City of St. Charles is committed to the use of data and evidence to improve services, inform local decision-making and engage residents.
  • Holiday Tree Pick Up Trees are picked up by Lakeshore Recycling Systems during the first two weeks of January. Trees collected during this two-week time period do not require a refuse sticker. Trees cannot be bagged and must have all ornaments, tinsel, lights and decorations removed from them.
  • Overweight Truck Permits and Enforcement Apply for an overweight permit.
  • Report a Drug or Crime Tip Concerned residents can submit crime or drug tips two ways: call the Drug & Crime Tip Line - 866-DRUG-COP (866-378-4267) or
    let us know electronically by selecting "learn more" and completing the form.
  • Traffic Enforcement Request The St. Charles Police Department actively responds to complaints of ongoing speeding problems and other traffic infractions that occur within the City. If you believe that there is a speeding or other traffic related issues in your neighborhood, let us know by selecting "learn more" and completing the form.
  • Parking or Ordinance Violation Tickets Pay a parking or ordinance violation ticket issued by the St. Charles Police Department.
  • Bids & Proposals Invitations to Bid (ITB), Requests for Proposal (RFP), Requests for Qualifications (RFQ), and Statements of Interest (SOI) are posted online for review and download.
  • CPR Training
  • FOIA Requests The City of St. Charles understands the importance of providing accurate information to the public so they can be well informed regarding City operations. A well-informed community will help the City to better serve their residents.
  • Power Outages City of St. Charles Electric Utility customers report an electric outage 24/7 to 866-444-0016. Please note: Call the outage hotline not the main City number or Public Works Department to report an outage.
  • Composting Put food scraps and other organic composting materials out at the curb along with regular yard waste for collection.
  • Police Department Forms Police Department forms for various service needs.
  • Refuse Collection City of St. Charles residents may choose to either purchase stickers or monthly subscription for garbage collection.
  • Community Clean-Up Day The St. Charles Community Clean-Up Day (formerly known as the Spring Clean Up Program) offers residents the opportunity to place unwanted items at the curb for pick up.
  • Parking Ticket Review Request The St. Charles Police Department offers parking ticket recipients who had limited or no contact with the issuing officer the opportunity to communicate the circumstances of their parking ticket for the Department to consider when processing the parking violation.
  • Brush, Leaves, and Yard Waste Stickered yard waste is collected from April through November on your regularly scheduled refuse day. Brush is collected on specific dates from April through November; Leaves are collected on specific dates October through December.
  • Fire Department Forms Information on Fireworks Permits, Land Management Burn Permits and Fire Department Plan Review Transmittal.
  • Utility Billing Submit a payment for your utility bill
  • Recycling The City’s refuse contractor collects and transports residential recyclables to recycling facilities. Some materials should be taken to community partners.
  • Licensing & Special Events The City of St. Charles does not require general business licenses; however, certain licenses may be required for certain businesses. Liquor licenses are managed by the Mayor's Office. The Mayor also serves as Liquor Control Commissioner.

Join the City of St. Charles in supporting Rover Rescue of Illinois at a special dog adoption event on June 24, from 3 to 5 p.m., in the grassy area just north of City Hall (2 E. Main Street).

The Mayor appoints the City Administrator and department directors with the advice and consent of the City Council. Other offices and vacancies are filled by appointment by the Mayor, with the advice and consent of the City Council.

Outdoor Farmers Market

Visit the St. Charles Farmers Market every Friday from 8 a.m. to 1 p.m. through the end of September. The location is 211 Riverside Avenue, just north of the Municipal Center and across from the Fire Department.

Utility Billing Office to temporarily close June 23

CLOSURE NOTICE: The Utility Billing office at City Hall, 2 E. Main St., will be temporarily closed on Tuesday, June 23, from 10:30 a.m. to 12:30 p.m., while staff participate in an annual training session. Regular service will resume at 12:30 p.m.

Police Training

St. Charles Police were conducting a regularly scheduled internal police training exercise inside a secure facility. The Police Department conducts these trainings multiple times throughout the year. As with similar internal trainings, advance public notice was not provided because the activity was not visible to the public.

UPDATE: Power Restored. There is an electric outage in the northwest area of St. Charles. Crews are on-site investigating. Estimated time of restoration: 4 hours.
