Miscellaneous Licenses & Applications

The City of St. Charles does not require general business licenses; however, certain licenses may be required for certain businesses.

The types of businesses required to obtain a business license are outlined in Title 5 - Business Licenses and Regulations of the City Municipal Code. 

Carnival

Section 5.48 of the City Code states a license shall be required to operate a carnival. Completed applications should be submitted to the Special Services Division of the Police Department.

Cigarette / Tobacco

Section 5.16.030 of the City Code states that licenses shall be required for any vendor of tobacco, tobacco products, nicotine products, or electronic cigarettes. Licenses are valid from May 1 through April 30 and can be renewed annually. Completed applications should be submitted to the City Administrator's Office.

Coin Operated Amusement

Section 5.14 of the City Code states that licenses shall be required for businesses that provide any type of amusement game device. Completed applications should be submitted to the City Administrator's Office.

Horse-drawn Carriage

Section 5.52 of the City Code states that permits shall be required to conduct business as a horse-drawn carriage company on City streets. Permits are valid from May 1 through April 30 and can be renewed annually. The City allows a maximum of two horse-drawn carriage permits to be approved per year.

Ice Cream Truck

Loudspeaker / Amplification

Loudspeaker licenses are required for any event in which sound amplification will be used. A $5 fee applies. Completed applications should be submitted to the City Administrator's Office.

Massage

Section 5.20 of the City Code states that licenses are required to conduct a massage business. Licenses are valid from May 1 through April 30 and can be renewed annually. Completed applications should be submitted to the City Administrator's Office. Completed applications will be considered by the Liquor Control Commission, Government Operations Committee, and the City Council for final approval.

Scavenger

Section 5.32 of the City Code states that all refuse collectors operating within the City shall require a license. Licenses are valid May 1 through April 30 and can be renewed annually. No more than eight refuse collectors' licenses shall be in force at any one time. Completed applications shall be submitted to the City Administrator's Office.

Tent license application

Towing

Section 10.58 of the City Code outlines that any towing company meeting the minimum requirements designated by the City may submit an application to participate in emergency towing operations. Completed applications should be submitted to the City Administrator's Office.

Video Gaming

Section 5.09 of the City Code outlines provisions and qualifications for businesses to apply for a video gaming license. Licenses are valid May 1 through April 30 and can be renewed annually. Completed applications should be submitted to the City Administrator's Office.
