The Deputy City Administrator assists the City Administrator in carrying out the policies and directives of the Mayor and City Council and supports the day-to-day administration of City operations. The Deputy City Administrator provides executive oversight of assigned departments, coordinates cross-departmental initiatives, and leads strategic projects to ensure the efficient delivery of municipal services.

Derek Conley was appointed Economic Development Director for the City of St. Charles in February 2021 and was promoted to Deputy City Administrator in June 2026. Prior to joining St. Charles, Derek spent four years with the City of Joliet, where he advanced to the role of Economic Development Director. He previously served as an Economic Development Specialist with Invest Aurora. Derek holds a bachelor's degree in Economics from Southern Illinois University and a master's degree in Community and Economic Development from Illinois State University. Before entering municipal government, Derek served as a Peace Corps Volunteer in Costa Rica for 27 months, partnering with local communities on economic and community development projects.
A native of Carbondale, Illinois, Derek developed an early appreciation for community development through his family's commitment to public service and small business. His mother held leadership positions with the local Main Street organization and Convention and Visitors Bureau, while his father owned and operated a small grocery store for more than 30 years. Outside of work, Derek enjoys cycling and spending time outdoors.
