Claibourne Farm

The City has received a Concept Plan application submitted by M/I Homes for a 38-acre property west of Rosebud Drive and south of Reserve Drive. The parcel is the northern portion of the property known as Red Gate Farm, located at 36W368 Red Gate Road.

The 38-acre property is proposed for annexation to the City of St. Charles. The proposed subdivision consists of 76 single-family homes (previously 83 homes) accessed via a new road connecting to Rosebud Drive in the Reserve of St. Charles subdivision. 

The Concept Plan application and plans can be viewed on the Project Documents menu. 

The Concept Plan was reviewed by the Plan Commission on Tuesday, November 18th.

**Update 3/27/26 - The developer has submitted a revised Site Plan (see Project Documents menu). Revisions include the following: 

• Number of lots reduced from 83 lots to 76 lots. 
• Average lot size increased from 11,750 square feet to 12,942 square feet. 
• Increased lot widths along the northern property line. 
• Increased lot widths and depths along the western property line.

The Concept Plan will be reviewed by City Council Committee of the Whole on April 20, 2026 at 7:00pm. Property owners within the written notification area will be notified by mail of the meeting date.

Written comments regarding the proposed development can be submitted to cd@stcharlesil.gov. 

Note - The Concept Plan review process enables developers to obtain informal feedback from City officials and the public before spending time and money to prepare detailed plans. The conclusion of the Concept Plan review is not a decision by the City, but simply information that the developer can use to decide whether to pursue the project further. If the developer decides to proceed, all owners of property within 250 feet of the site will be notified regarding the time and place for the Plan Commission’s required public hearing.
