North 6th Street Water Main Replacement & Street Improvement Project
UPDATES
Update - 8/19/26
Starting on Wednesday, August 19th Geneva Construction will be milling the roadways for pavement preparation.
Weather dependent, final roadway paving is scheduled for Friday, August 21st. Next week the contractor will also be working on the final repairs to driveway approaches and landscaping repairs.
Update - 8/13/26
Beginning August 13 and continuing into the week of August 17, weather permitting, concrete work will take place to repair and replace curbs and driveway approaches. Crews will be working throughout the project area as conditions allow to complete these improvements.
Update - 7/31/26
Swallow Construction will be installing new water services from Friday, July 30 through Monday, August 3. Service line replacements have been coordinated with the individual homeowners.
Beginning the morning of Tuesday, August 4th, the intersection of State Street and N. 6th Street will be closed for additional water main construction. The closure and associated detour will be in place until Friday August 7th. The roadway will be reopened to traffic by the weekend. Local traffic will be allowed to access their homes or business during the closure. (Please see the Traffic Control Update(PDF, 1MB))
During this time there will be two water shutdowns; impacted homeowners will receive a door hanger notifying them of the water outage date and time.
During the week of August 10 through August 14, there will be continued site cleanup and the removal of old watermain valves and hydrants in preparation of road, sidewalk and curb repairs.
Update - 7/14/26
Week of July 13th : New water main will be filled, tested, and chlorinated; during this time limited work will be completed on site.
Next week the contractor will be coordinating lead line replacements with homeowners. This will include inspections of inside meter location in preparation of line replacements once the water main passes all tests.
Update - 6/30/26
The contractor completing the work on North 6th Street is ahead of schedule. Starting the afternoon of Tuesday, June 30, they will be entering the intersection of North 6th Street and State Street. From Tuesday afternoon to Thursday there will be daily road closures for North 6th Street and State Street - see attached road closure map(PDF, 1MB). The road will be opened to local traffic in the evenings. An area detour will be in place during work hours; this stage of work will be completed by Thursday afternoon and the roadway will be open for the entire holiday weekend.

Project mobilization anticipated to begin on Monday, June 29.

The City of St. Charles is pleased to inform you that new water and main will be installed on North 6th Street from State Street Creek to State Street. The project will also include some work at the intersection of Mark St and N 6th St, Mark St and N 5th St, Mark St and N 4th St. After the water main is completed, roadways will be reconstructed. This work is scheduled to be completed prior to September.
CONTRACTOR AND INSPECTOR:
The contractors for the construction work have been awarded Swallow Construction and Geneva Road Construction. Fehr Graham, Inc. will be the on-site engineer performing construction inspections and acting as the field liaison to residents and property owners. TRAFFIC IMPACTS:
During the project there will be different traffic patterns, including a single lane of traffic during different phases of the construction. During the project the city will request no roadway parking on Monday – Friday from 7am – 4pm.
START DATES & COMPLETION DATES:
We are working with the contractor to determine the exact dates, but generally anticipate construction to occur as follows:
- Mobilization and Project setup – June 29th
- Water Construction – June 29th – July 31st
- Road, curb, sidewalk and landscaping restoration – August 1st – 31st
- Project Completion Date – September 1st
IMPROVEMENTS & PROCESS
This project has been divided into three phases to facilitate the completion of the project in a timely manner and with as little disruption to residents and properties as possible:
Phase I: Water Construction will start at the creek on N. 6th Street and then proceed south down N. 6th Street to State Street intersection. After water main install is complete on N. 6th Street there will be additional water main abandonments and reconfiguration at the intersections of Mark St and N 6th St, Mark St and N 5th St, and Mark St and N 4th St.
The city will be coordinating scheduled water shutoffs with impacted customers as part of this project. This will include a door notification of the expected shut down time and dates. The city will make every effort to schedule all water main shutdowns; however, the contractor is replacing a deteriorating water main and unexpected water main breaks can occur, resulting in an emergency water main shutdown.
With the new water main construction, water service lines will need to be relocated. The site engineer will be coordinating the replacement of water service lines including any required access.
Phase II: This phase includes removal of sections of the roadway, some driveway approaches, curb, and sidewalks. During this phase, the site engineer will provide notification to the impacted home or business. Please relocate your cars to available parking areas or adjacent side streets by 7:00 AM. Access can resume when the barricades are removed from your driveway.
Phase III: Concrete and Asphalt replacement work includes replacing any curb, sidewalks, aprons, roadways and landscaping damaged as part of the project. Please note if you have an existing concrete apron, curb and gutter in front of your driveway, and/or sidewalk across your driveway that is being removed and replaced you will not have driveway access for 3 days (from the date that the concrete is poured). Please relocate your cars to available parking areas on your street or adjacent side streets by 7:00 AM. Residents will be notified prior to loss of driveway access. Access can resume when the barricades are removed from your driveway.
Due to the scope, complexity, and nature of this work, as well as the unpredictability of weather, some delays and disruptions may occur. There may be times when no work is occurring on your street. We ask for your understanding during these times; work is being coordinated and anticipated to be finished by the completion date of November 30th. All work is weather dependent.
PUBLIC RIGHT-OF-WAY:
Please note that all work will be performed within the City right-of-way. If you have any type of existing features within the City right-of-way area (i.e. sprinkler system, landscape features, special decorative rocks, brick driveways, electronic “invisible” dog fence, etc.), precautions should be taken by you, the homeowner, to remove or store these items right away to ensure that they are not damaged. The City will not repair or replace private appurtenances left within the City right-of-way.
MAIL & GARBAGE SERVICE:
Mail and Garbage service will not be interrupted during construction. Please leave your garbage at the end of your driveway on your normally scheduled pick up day by 6:00 a.m. as pick may occur earlier than normal to avoid the construction work.
