The Shops at Pheasant Run

The City recently approved development applications and preliminary plans for a commercial development called The Shops at Pheasant Run, located on the 33.7-acre site of the former Pheasant Run Resort property. The property is located at the southeast corner of E Main Street and Kautz Road, addressed as 4051 E Main Street. The developer is Vequity. 

The approved plans include 14 commercial lots intended for a variety of service, retail, and restaurant uses. Approved plans include development of 6 of the 14 lots, which include Chase Bank, Valvoline, Dutch Bros, and three multi-tenant buildings. A future car dealership is intended for Lot 14. Development of the remaining lots will require City Council approval of preliminary plans prior to permitting. 

The project was reviewed at the following public meetings: 

• Plan Commission on December 2, 2025 (Concept Plan review) - Plan Commission provided feedback to developer 
• City Council Committee on December 8, 2025 (Concept Plan review) - Committee provided feedback to developer 
• Plan Commission on July 21, 2026 (public hearing on zoning applications) - Plan Commission held public hearing and recommended approval. 
• City Council Committee on August 3, 2026, August 17, 2026, and September 21, 2026 - Committee discussed and ultimately recommended approval at the 9/21/26 meeting.
• City Council on October 5, 2026 - City Council passed an Ordinance approving the project.

10/21/26 Update - Final Plat of Subdivision and Final Engineering plans are currently under City staff review.
