The Shops at Pheasant Run

The City has received a Concept Plan application submitted by SC Landman LLC for the 33.7-acre site at the former Pheasant Run Resort property. The property is located at the southeast corner of E Main Street and Kautz Road, addressed as 4051 E Main Street. 

A commercial redevelopment of the property is proposed, consisting of 15 commercial lots intended for a variety of service, retail, and restaurant uses. Two site plans have been submitted, one of which depicts a gas station, hotel, and urgent care at the east end of the site ("Version 31"), and the other of which depicts a car dealership at that location ("Version 36/39").

The Concept Plan application and plans can be viewed on the Project Documents menu. 

The Concept Plan will be reviewed by the Plan Commission on Tuesday, December 2, 2025 at 7:00pm, followed by Planning & Development Committee review on Monday, December 8, 2025 at 7:00pm. The public is welcome to attend these meetings and offer comments. Written comments can be submitted to cd@stcharlesil.gov. 

Note - The Concept Plan review process enables developers to obtain informal feedback from City officials and the public before spending time and money to prepare detailed plans. The conclusion of the Concept Plan review is not a decision by the City, but simply information that the developer can use to decide whether to pursue the project further. If the developer decides to proceed, application for subdivision, and possibly Special Use, will need to be filed with the City. If a Special Use or other zoning application is submitted, all owners of property within 250 feet of the site will be notified regarding the time and place for the Plan Commission’s required public hearing.
