The Shops at Pheasant Run
Applications for Special Use for Planned Unit Development (PUD) and PUD Preliminary Plan have been filed by SC Landman LLC for the 33.7-acre site at the former Pheasant Run Resort property. The property is located at the southeast corner of E Main Street and Kautz Road, addressed as 4051 E Main Street.
The City reviewed a Concept Plan for this project in December 2025. (The Concept Plan was reviewed by Plan Commission on December 2, 2025 and City Council Committee on December 8, 2025. The meeting pages include links to the Agenda packet and Video Recording.)
A commercial redevelopment is proposed, consisting of 14 commercial lots intended for a variety of service, retail, and restaurant uses. Submitted plans include development of 6 of the 14 lots, which include Chase Bank, Valvoline, Dutch Bros, and three multi-tenant buildings. A future car dealership is intended for Lot 14.

The St. Charles Plan Commission held a public hearing on July 21, 2026. Plan Commission closed the public hearing and recommended approval with conditions.
The applications were reviewed by the City Council Committee of the Whole on August 3, 2026. No action was taken.
The applications were continued for further review by the Committee at the meeting on August 17, 2026, at 7:00 pm.
After the Committee provides a recommendation, a final vote will be scheduled for a subsequent City Council meeting.
