St. Charles Accepting Applications for Urgent Need Home Rehab Grants

Applications are now being accepted for the City of St. Charles’ Urgent Need Home Rehab Grant Program. Launched in partnership with Habitat for Humanity of Northern Fox Valley, the new program assists income-qualified City of St. Charles homeowners with critical home repairs and improvements.  

The program was approved by the St. Charles City Council on Dec. 1, 2025, following a recommendation from the St. Charles Housing Commission, and offers grants of up to $20,000 for urgent repair needs, such as roof, windows and mechanical systems. Funding for the Urgent Need Home Rehab Grants Program comes from the St. Charles Housing Trust Fund and is administered in partnership with Habitat for Humanity of Northern Fox Valley. 

The Housing Trust Fund is a dedicated funding source created solely to provide affordable housing opportunities in St. Charles and is funded through fees paid by developers in lieu of providing affordable housing. The St. Charles Housing Commission — an advisory body to the City Council — provides guidance to City Council on the use of the Housing Trust Fund.  

“We’re proud to deliver this new program with Habitat for Humanity of Northern Fox Valley, which has a strong track record of successfully managing home rehabilitation programs throughout the region,” said Russell Colby, City of St. Charles Director of Community Development. “This grant helps make house repairs more affordable, keeping homes safe, and families stable, rooted in the communities they call home.” 

The new program differs from the City’s existing Home Rehab & Accessibility Loan Program in that it provides grants — not loans — to homeowners earning at or below 60% of the Area Median Income (AMI). 

The City will continue to offer the Home Rehab & Accessibility Loan Program, which provides 0% interest loans to homeowners at or below 80% AMI. That program is in partnership with Kane County and is administered by Community Contacts, Inc. 

Applications are being accepted on a first-come, first-served basis. More information about the Urgent Need Home Rehab Grant Program, including eligibility requirements and application materials, is available at stcharlesil.gov.
