Former Police Department site

What is happening with the former Police Department site, and how will decisions be made?

The former Police Department site is City owned property along the downtown east riverfront in St. Charles is currently being evaluated for future redevelopment or reuse following the Police Department’s relocation in 2019.

After rejecting four redevelopment proposals in 2021, the City hired Solomon Cordwell Buenz to complete a feasibility study analyzing site constraints, redevelopment options, parking, traffic, floodplain issues, utilities, and financial feasibility. The study explored a range of concepts including adaptive reuse, mixed-use development, residential uses, and open space scenarios.

The City then launched a public engagement process with All Together that included two public open houses and online surveys. Feedback showed significant interest in open space concepts for the site. A final summary of the public input is expected to be presented to City Council to help guide future decisions for the property. The City will likely work with the Park District to develop a few site plans for the community to provide feedback on.
