How will the Lead Service Line Replacement program affect my property and costs?

The City of St. Charles is developing a comprehensive lead service line replacement program with specific phases and funding:

Replacement Timeline

Phase I (2025-2026): Priority locations including schools, parks, playgrounds, hospitals, clinics, and licensed daycare facilities.
Phase II (Starting 2027): Residential properties based on EPA Census Metrics Tract, expected to continue for approximately 30 years.

Available Funding

  • FY24-25: $100,000
  • FY25-26: $300,000
  • FY26-27: $3,500,000

Property Owner Considerations

Emergency Situations: If you have a leak on your water service line, the City will make a temporary repair followed by permanent replacement.
Capital Projects: If your property is in an area scheduled for water/sewer main replacement or road work, the City will identify and replace lead or galvanized pipes depending on available funding.
