Why are taxes increasing, and how is the tax levy determined?

The property tax levy is used to pay primarily for public safety operations, and police and fire pension obligations. The City receives only a portion of the property taxes that St. Charles residents and businesses pay. Approximately 90% of the average property tax bill can be attributed to other taxing districts, such as schools, libraries, forest preserves, townships and country government.
