How do I pay a parking or ordinance violation ticket?
The amount of the fine is identified on the parking ticket unless an appearance is required. If an appearance is required, a hearing officer will determine the fine at an administrative adjudication hearing. Fines vary depending upon the violation and the number of previous tickets for the same violation within the past 12 months. If the ticket has already been adjudicated, the fine may be higher than the amount originally identified on the ticket.
There are many ways to pay for tickets:
- By Mail: The ticket is a self-addressed envelope and may be mailed to the City of St. Charles with your check enclosed.
- Drop Box: You may drop the ticket, containing your cash or check payment, in any of the four City Utility Drop Boxes located conveniently throughout town. See Payment FAQs for drop box locations.
- In Person: You may pay the ticket in person at the St. Charles Police Department,1515 W Main Street, St. Charles. Lobby hours are 7:00 am - 12:00, Monday - Friday and 10:00 am - 6:00 pm, Saturday and Sunday.
Acceptable forms of payment by the above methods are cash, personal check, or money order (please do not mail cash). If you are paying by check, please make it out to City of St. Charles.

*Credit and debit card payments are subject to a fee of $2.65% of the total, or $1, whichever is greater.
If you believe a parking ticket was issued improperly, you may appeal within 7 days of the ticket issue date. To appeal, fill out a Parking Ticket Review Form online or at the St. Charles Police Station front desk, at 1515 W. Main Street in St. Charles, Monday through Friday, 7 a.m. to midnight, or Saturday, 8 a.m. - 4 p.m.
Or you may request a hearing at the City’s monthly Administrative Adjudication by filling out and returning the form you received in the mail, along with your notice of violation.
Administrative Adjudication is a proceeding in front of a hearing officer who listens to evidence presented by the City of St. Charles and by the accused who then makes a determination of liability or non-liability. These hearings are for non-criminal offenses that are punishable only by fine. The hearing officer is an attorney licensed by the State of Illinois. Illinois statutes allow for an appeal of the hearing officer's determination in the circuit court. The hearings are scheduled for the third Thursday of each month at 5:30 p.m. in the Community Room at the St. Charles Police Station, 1515 W. Main Street in St. Charles. All unpaid tickets will be sent through this process.
