Application & Time Period Covered

A license is required for all individuals intending to sell, give away, offer for sale, or expose for sale and ice cream or similar confection or beverage of any kind from a truck or other self-propelled motor vehicle, whether or not the same remains in one place in the City, without first having obtained a license for such purpose.

All applicants are required to receive approval from the St. Charles Police Department. This includes an application, pay a non-refundable $50 fee (cash or check made out to the City of St. Charles), a background check, and provide a copy of their Driver’s License or State I.D., for each person conducting ice cream vending. Registration is valid May 1 – April 30 of the succeeding year. Vendors must apply each year for this license. A decision on all applications can take up to a few business days to process and complete. A member of the St. Charles Police Department will contact you with the outcome of your application.

All approved applicants

  • Must display Police-issued ice cream vendor badge and vehicle sticker prominently at all times.
  • Are NOT to solicit unless their registration has been reviewed by, and they have received approval from, the Police Department – this includes a vehicle inspection. A member of the St. Charles Police Department will contact you with a decision within a few business days.
  • Must comply with all signage and equipment required for all ice cream vending vehicles, as well as all prohibitions of conducting business and operator restrictions. These are all listed in the City Code.
  • Are permitted to solicit only between 10:00AM and 8:00PM. 
IMPORTANT:  An ice cream vendor badge issued by the St. Charles Police Department is not valid outside the city limits.  It is not valid in unincorporated St. Charles Township and Campton Hills.  Those areas can be identified on a map, and by their unique addresses which include a directional letter (N,S,E,W) in the middle of numbers (ex:  30W722 Apple Orchard Lane). Those areas are subject to ice cream vending ordinances and regulations enforced by the Kane County Sheriff or Campton Hills Police Dept.  You can be penalized accordingly if you do not register with those agencies.  Your City of St. Charles badge is not valid in those areas.
