2025 Street Rehabilitation Project

The City of St. Charles is pleased to inform you that the street adjacent to your home or property has been included for paving improvements this year. This letter provides many details about this project, but should you have additional questions please don’t hesitate to contact us. START DATES & COMPLETION DATES:

The contractor will not be working on all streets at one time, but will be splitting the work up into smaller sections. We are working with the contractor to determine the exact start dates, but anticipate construction to start in early May. The last roadway work is scheduled to be completed in early October. Current information on the start dates, and for construction updates for each street, is available on the project website.

IMPROVEMENTS & PROCESS:

This project has been divided into three phases to facilitate the completion of the project in a timely manner and with as little disruption to residents and properties as possible.

  • Phase I: Utility, sidewalk, curb, and driveway repairs.
  • Phase II: Street rehabilitation work, including pavement grinding, patching, fresh oil, new asphalt pavement, and temporary pavement marking. Each street will receive two layers of asphalt. The second layer is usually placed once all locations in a neighborhood are ready. This is typically about one week after the first layer has been placed.
    • Base Reclamation: Jobe Avenue will be base reclaimed during Phase II. Residents on this street will receive another letter with additional information prior to the start of that work.
    • Reconstruction: Johnor Ave, N 3rd Ave, Williams Ave, and Lucylle Ave will be reconstructed during Phase II. This work will require the complete removal of the street to a depth of 18 inches. Residents on these streets will receive another letter with additional information prior to the start of that work, including parking passes (see Property Access & Parking section).
  • Phase III: Parkway restoration and permanent pavement marking installation. All areas disturbed by construction will be restored. A recommended seed maintenance and watering schedule will be available on the project website.
  • Due to the scope, complexity, and nature of this project, as well as the unpredictability of weather, some delays and disruptions may occur. We ask for your understanding during these times. Please understand that this project includes improvement of many streets throughout the City.  There will be times when no work is occurring on your street.  We would like nothing more than to start and finish the construction of one street at a time; however, for economic reasons, it is not a prudent approach.  

    PUBLIC RIGHT-OF-WAY:

  • Please note that all work will take place within the City right-of-way (ROW). If you have any type of existing features within the City ROW (e.g. sprinkler system, landscape features, special decorative rocks, brick driveways, electronic “invisible” dog fence, etc.), precautions should be taken by you – the homeowner – either to clearly mark or remove and store these items to ensure that they are not damaged. The City will not repair or replace private items left within the City right-of-way.

    PROPERTY ACCESS & PARKING:

  • Sidewalk & Curb Repairs (Phase I) – There are some properties that may require curb or sidewalk repairs in driveway aprons which may limit access to your property for approximately 3-7 days. If this letter includes a parking pass, your property may be impacted by these repairs. Specific instructions have been included with the pass. Properties with at least two driveway aprons will not receive a parking pass if access is maintained through at least one apron. You will receive a door hanger notification 24-48 hours in advance of work limiting your access; parking passes should be used during this time. If you have not received a parking pass, your access is not expected to be limited. If anything changes during construction, we will notify you. 
  • Street Rehabilitation (Phase II) – Access to your property will be available during this phase (except reconstruction streets, see below). Please allow up to 10 minutes for delays that may occur as construction equipment moves around. To prevent construction delays, do not park vehicles on the road during construction hours 7 AM – 4 PM, Monday - Friday. “NO PARKING” signs will be posted in the parkway when vehicles cannot be parked on the street in the project area.
    • Reconstruction: Prior to the start of work, parking passes for all residents will be sent along with a letter with more detailed information about the work and schedule. We expect street closures will be required and to last for 7-10 days. Residents will need to park vehicles on adjacent streets during this time.
  • Property Access Assistance - If you require assistance with special access, are planning an event such as a wedding or large party, or will be out of town during construction, please let us know as soon as possible.  The City will do its best to accommodate these special requests.

CONTRACTOR AND INSPECTOR:

The contract for this work is expected to be awarded to Builders Paving, LLC of Hillside, IL in early May. City of St. Charles Engineering staff will be performing the on-site construction inspections and acting as the field liaison to residents and property owners.

MAIL & GARBAGE SERVICE:

Mail and Garbage service will not be interrupted during construction.  Please leave your garbage at the end of your driveway on your normally scheduled pick-up day by 6 am, as pick may occur earlier than normal to avoid the construction work.
