The City has approved zoning entitlements and preliminary plans for River 504 Rowhomes, located at the northeast corner of S 1st and Prairie Streets in downtown St. Charles. The developer is J&B Builders. Approved are 8 rowhome units, in 4 two-unit buildings fronting on S 1st Street.
A public hearing was held by the Plan Commission on August 19, 2025. Plan Commission recommended approval. The project was then reviewed and recommended for approval by the Planning & Development Committee on September 8, 2025. City Council took a final vote on the ordinance approving the development on September 15, 2025.

Final engineering plans are currently under staff review. Final engineering, Final Plat, and building permit approvals will be needed before construction can begin.
