Traditions of St. Charles / Springs at 38 West

The City has received a Concept Plan submitted by Kevin See of Leo Brown Group for the 29-acre "Bricher Commons" property on the south side of Lincoln Hwy / Rt 38, west of Meijer.

The proposed development consists of two components:

1. Traditions of St. Charles - Senior Living Facility with 167 units in a single building, including independent living, assisted living, and memory care. (7.3 acres; developer is Leo Brown Group) 

2. Springs at 38 West - Multi-Family Residential Community with 306 rental apartments in 14 buildings (2 to 3 stories) with a clubhouse. (22.2 acres; developer is Continental Properties) 

The Concept Plan application and plans can be viewed on the Project Documents menu. 

The Concept Plan will be discussed by the Plan Commission and City Council Committee of the Whole at upcoming public meetings. Meeting dates will be added to this page once identified. 

Written comments regarding the proposed development can be submitted to cd@stcharlesil.gov. 

Note - The Concept Plan review process enables developers to obtain informal feedback from City officials and the public before spending time and money to prepare detailed plans. The conclusion of the Concept Plan review is not a decision by the City, but simply information that the developer can use to decide whether to pursue the project further. If the developer decides to proceed, all owners of property within 250 feet of the site will be notified regarding the time and place for the Plan Commission’s required public hearing.
