Applications for Zoning Map Amendment, Special Use for Planned Unit Development, and PUD Preliminary Plan have been submitted by Leo Brown Group for the 29-acre "Bricher Commons" property on the south side of Lincoln Hwy / Rt 38, west of Meijer.
The City reviewed a Concept Plan for this project in early 2026.
The proposed development consists of two components:
1. Traditions of St. Charles - Senior Living Facility with 167 units in a single building, including independent living, assisted living, and memory care. (7.3 acres; developer is Leo Brown Group)
2. Springs at 38 West - Multi-Family Residential Community with 280 rental apartments in 14 2-story buildings with a clubhouse. (22.2 acres; developer is Continental Properties)

The project is currently under City Staff review. Once all staff review comments are addressed, a public hearing will be scheduled with the Plan Commission. Property owners within 250 feet of the subject property will receive a mailed notification with the public hearing date. This page will also be updated when the public hearing is scheduled.
