After a successful 2025, the City is ready to keep the momentum going. In 2026, our focus is simple: support our residents and staff, strengthen City services, and create a thriving environment for businesses. From redevelopment projects to smart technology upgrades, here’s a look at what’s ahead. 

Advancing Community Projects and Future Planning 

The City is advancing key redevelopment projects while updating its Comprehensive and Strategic plans to guide future growth and decision-making. 

  • Comprehensive Plan and Strategic Plan: The City will update its Comprehensive Plan (adopted in September 2013) and 2023-2027 Strategic Plan to reflect current priorities guiding the City’s mission, vision and decisions about the future of St. Charles. 

  • Building 8 (Illinois Ave & Route 31): A new development partner will be selected. 

  • Former Police Department Site: Begin the public engagement process to guide future uses. 

  • Pheasant Run & Charlestowne Mall: Continue discussions on the future of these sites, aiming to create jobs and amenities for residents. 

Why it matters: These projects drive economic growth, bring jobs, and enhance quality of life. 

Enhancing Public Safety 

  • Fire Department: The Fire Department will complete its Strategic Plan a year ahead of schedule (includes six goals and 26 objectives), replace Engine 103 with a state-of-the-art apparatus, and launch a drone operations program that includes a specialized drone with infrared capabilities for nighttime search and emergency response. Twelve team members will become FAA-certified, with this resource available to assist neighboring agencies. 

  • Police Department: Officers will upgrade devices to smartphones, the department will transition citations to a fully digital platform, and new hires will backfill upcoming retirements. Community programs like the Citizen Police Academy, National Night Out, Senior Fraud Education, and the Autism Hero Project continue to strengthen community connections and information sharing.  

Why it matters: Faster response times, better emergency capabilities, and stronger community relationships make St. Charles safer. 

Modernizing City Technology 

  • Agenda Management System: Easier tracking of public meetings. 

  • Cloud Phone System: Reliable communication across departments. 

  • ERP (Enterprise Resource Planning) Upgrade: Streamline finance, payroll, and utilities operations. 

  • STC Alerts: Enhanced service for residents to receive updates by phone, text, or email for emergencies, city services, and community news. 

Why it matters: Smarter technology reduces delays, improves service, and makes interacting with the City easier. 

Investing in Infrastructure & Utilities 

  • Lead Service Line Replacement: Continuing the 10-year plan to replace aging pipes. 

  • Engineering & SCADA Upgrades: Advance models and real-time monitoring improve safety and planning. 

  • Water Meter Advanced Metering Infrastructure (AMI) & Fiber Optics Upgrades: Incorporate smart meters and faster communication to enhance efficiency and connectivity. 

Why it matters: These investments ensure safe, reliable services today and into the future. 

Supporting the People Who Serve You 

A strong city starts with a strong team. In 2026, the City is investing in employees so it can better serve the community. 

  • Employee Feedback & Engagement: A citywide survey will gather input to enhance the employee experience in the workplace. 

  • Safety & Compliance: A new Workplace Violence Prevention Plan and Illinois Massey Law updates will continue to keep employees safe. 

  • Modern Tools & Training: Human Resources system upgrades, Office365 training, and improved performance tracking will make operations smoother. 

Why it matters: Supported, engaged employees deliver faster service, smarter problem-solving, and stronger community interactions.
