**New System Launch Complete**

The City has successfully transitioned to a new utility billing software as of February 13, 2024.

What You Need to Know

  • The Utility Billing Office is ready to assist you with your utility payments and billing questions.
  • The St. Charles utility payment system is now SilverBlaze.
  • All accounts have been assigned new account numbers.
  • Customers currently paying online through Paymentus can create a new profile in SilverBlaze and set up payment methods.
  • A “Quick Pay” option that doesn’t require creating a profile and password also is available.
  • Customers who pay their utility bill through a bank or other outside payment system will need to update the payment information with the new utility account number.
  • Self-service credit/debit card payments can be made in person at the Utility Billing counter, and includes a $3.95 convenience fee.
  • Phone payments are available using our Automated Phone Service. Call (833) 425-1113 toll free 24/7.
  • Paper bills have a new look and added utility information.
  • Everyone will receive a paper bill for the first billing cycle due to all accounts being assigned new account numbers.

When paying online, you leave the City of St. Charles website and are redirected to the SilverBlaze Payment Portal where you are subject to SilverBlaze terms, policies, and a $3.95 convenience fee on all payments.

  • Pay with credit/debit cards or echeck
  • SilverBlaze also accepts PayPal, Venmo, and Amazon Pay

No Fee - Set Up ACH/Automatic Payments Directly Through the City Utility Billing Office

Set up ACH/Electronic autopay directly from your checking or savings account. There is no fee with this form of payment.

Within 5 business days you will receive a confirmation email that the automatic payment has been set up. This transaction occurs on your due date each month. If due date is on a weekend or holiday, the automatic payment will take place the next business day.
