Southgate Water Main & Road Replacement / Longmeadow & Iroquois Road

UPDATES

The City of St. Charles is pleased to inform you that a new water main and roadway will be installed in the Southgate Subdivision. The work will start at Fox Chase Blvd and will include the full subdivision, including Foxwood Ln. After the water main is completed, roadway will be reconstructed. Additionally, Longmeadow and Iroquois will also see some hydrant replacement and roadway replacement. This work is scheduled to be completed prior to Thanksgiving.

CONTRACTOR AND INSPECTOR:

The contracts for the construction work have been awarded to Bolder Contractors and Geneva Construction. Fehr Graham, Inc. will be the on-site engineer performing construction inspections and acting as the field liaison to residents and property owners.  Any questions or concerns may be directed to City of St Charles Public Works at (630) 377-4405.

TRAFFIC IMPACTS:

During the project there will be different traffic patterns, including a single lane of traffic during different phases of the construction. During the project the city will request no roadway parking on Monday – Friday from 7am – 4pm.

START DATES & COMPLETION DATES:

Every week we meet with the contractor to determine exact dates, but generally anticipate construction to occur as follows:

• Mobilization and Project setup – July 7^th – 10^th
• Southgate watermain construction – July 13^th – September 4^th
• Southgate, driveway, curb, sidewalk, road base and asphalt base course – September 1^st – 18^th
• Longmeadow / Iroquois, fire hydrants and structure repairs – September 3^rd – 18^th
• Longmeadow / Iroquois, driveway, curb, sidewalk, road base and asphalt base course- September 14^th – October 9^th   
• Full project Landscaping Restoration and Repairs – September 1^st – October 16^th
• Southgate, Longmeadow & Iroquois Final Paving – October 19 – 23^rd  
• Project Completion Date – November 13^th

IMPROVEMENTS & PROCESS

This project has been divided into three phases to facilitate the completion of the project in a timely manner and with as little disruption to residents and properties as possible:

Phase I: Water and Sewer Construction will start at the intersection of Fox Chase Blvd and Southgate Course. The contactor will be completing all the water improvements at the intersection and then proceed south until the full subdivision is completed. On Longmeadow / Iroquois, water main work will consist of hydrant replacements.

The city will be coordinating scheduled water shutoffs with impacted customers as part of this project. This will include a door notification of the expected shut down time and dates. The city will make every effort to schedule all water main shutdowns; however, the contractor is replacing a deteriorating water main and unexpected water main breaks can occur, resulting in an emergency water main shutdown. With the new water main construction, water service lines will need to be relocated to the property line.

Phase II: This phase includes removal of sections of the roadway, some driveway approaches, curb, sidewalks and reconstruction of road base. During this phase, the site engineer will provide notification to the impacted homes. Please relocate your cars to available parking areas on your street or adjacent side streets by 7:00 AM. Residents will be notified prior to loss of driveway access.

• Traditional Resurfacing: Iroquois will receive traditional road grinding and reconstruction.

• Base Reclamation: Southgate Course and Longmeadow Circle will be reclaimed base during Phase II. Residents on this street will receive another letter with additional information prior to the start of that work.

• Sidewalk & Curb Repairs (Phase I) – There are some properties that may require curb or sidewalk repairs in driveway aprons which may limit access to your property for approximately 3-7 days.

Phase III: Landscaping and Final Asphalt replacement work includes landscaping damaged as part of the project, the final roadway surface and street marking. During this phase, the site engineer will provide notification to the impacted homes.   Please relocate your cars to available parking areas on your street or adjacent side streets by 7:00 AM.  Residents will be notified prior to loss of driveway access.  Access can resume when the barricades are removed from your driveway.

Due to the scope, complexity, and nature of this work, as well as the unpredictability of weather, some delays and disruptions may occur.  There may be times when no work is occurring on your street. We ask for your understanding during these times; work is being coordinated and anticipated to be finished by the completion date of Thanksgiving.  

PUBLIC RIGHT-OF-WAY:

Please note that all work will be performed within the City right-of-way.  If you have any type of existing features within the City right-of-way area (i.e. sprinkler system, landscape features, special decorative rocks, brick driveways, electronic “invisible” dog fence, etc.), precautions should be taken by you, the homeowner, to remove or store these items away to ensure that they are not damaged. The City will not repair or replace private appurtenances left within the City right-of-way.

MAIL & GARBAGE SERVICE:

Mail and Garbage service will not be interrupted during construction.  Please leave your garbage at the end of your driveway on your normally scheduled pick-up day by 6:00 a.m. as pick may occur earlier than normal to avoid the construction work.

PROPERTY ACCESS ASSISTANCE:

If you require assistance with special access, are planning an event such as a wedding or large party, or will be out of town during construction, please let us know as soon as possible.  The city will do its best to accommodate these special requests.
