Priority 3: Increase Water and Wastewater System Capacity

Reliable utilities are essential for residents and businesses to want to come to St. Charles. Dependable utilities support business operations, attract new investment, protect property values, and provide the capacity necessary for future growth and redevelopment. 

The City has seen significant growth over the past five years and it is expected to continue in the near future. Residents also have consistently identified the former Charlestowne Mall site as a key redevelopment priority. Any redevelopment of the property will require investing into significant upgrades to water and wastewater infrastructure to attract development to this area.  

  • Water: City water is sourced from seven water supply wells, and the City maintains six storage reservoirs. To meet growing consumption, the City launched a project to explore expanding its wells and must invest in additional treatment processes to meet the latest EPA requirements for drinking. 

  • Wastewater: Continued expansion of the sanitary sewer trunk main that carries wastewater from the east side of the community to the Main Wastewater Treatment Facility on Riverside Avenue. The project is designed to support anticipated growth and increased wastewater flows from future east side development. In addition, the City must invest in additional treatment processes to meet the latest EPA requirements for wastewater.
