The City of St. Charles has over 300 privately-owned stormwater basins throughout the community. These basins may be owned by Home Owner Association or a business. The property owner of each basin is responsible for performing ongoing maintenance of the basin to ensure that it continues to function properly, and serves the intended purpose of effectively management stormwater and reducing flooding impacts to property. The City encourages owners, including HOAs, to be proactive in maintaining these facilities over time in order to avoid emergency flooding situations, or substantial owner cost to correct longstanding problems.
Community Development monitors and periodically inspects privately-owned detention basins in the City and advises owners of maintenance issues. Maintenance issues that are not addressed may be referred for Code Enforcement follow up.
