City Administration
Heather M. McGuire was appointed City Administrator July 26, 2021. Heather came to St. Charles from the City of Crest Hill, where she served as City Administrator since 2016. In addition to overseeing the annual budget and several major construction projects there, she also was a driving force behind economic development initiatives.
Heather holds a Bachelor of Arts in Psychology from DePaul University in Chicago, and a Juris Doctorate from the Northern Illinois College of Law in DeKalb, Ill.
About the City Administrator's Office
The City Administrator is responsible for carrying out the policies and ordinances of the City Council and overseeing the day-to-day operations of the City. City services are provided by eight City departments: Administration, Community & Economic Development, Finance, Fire, Human Resources, Information Systems, Police, and Public Works.
