City Administration
The City Administrator is responsible for carrying out the policies and ordinances of the City Council and overseeing the day-to-day operations of the City. City services are provided by eight City departments: Administration, Community & Economic Development, Finance, Fire, Human Resources, Information Systems, Police, and Public Works.
Mark Koenen
City Administrator
Mark W. Koenen is City Administrator for the City of St. Charles. Prior to his appointment as City Administrator, Koenen served as the Director of Public Works at the City for 23 years. He has lived in St. Charles for 38 years and raised three children here. Mark has one grandson, Jack.
Mark holds a Bachelor of Science in Civil Engineering from the University of Wisconsin-Platteville and a Master of Business Administration from Aurora University. In 2012, he was awarded the Life Membership status to the American Public Works Association.
Before joining the City, he practiced civil engineering at a private consulting firm.
