Springs at St. Charles

Continental 629 Fund LLC (Continental Properties) is proposing an apartment community called Springs at St. Charles on a 27-acre site known as the Petkus Property, on the north side of Smith Road at Pheasant Run Trl. The development includes 320 multi-family residential units within 16 two-story buildings and a clubhouse. Applications for Annexation, Zoning Map Amendment, Special Use for Planned Unit Development, and PUD Preliminary Plan have been filed. 

The applications and plans can be viewed on the Project Documents menu. Note that the applicant has been requested to provide additional plans and documentation. These items will be posted upon receipt. 

A public hearing will be scheduled for this project with mailed notification provided to property owners within 250 ft. of the subject property. This page will be updated with meeting dates once the schedule is identified. 


A Concept Plan was recently reviewed by the City for this development, which was previously referred to as "Springs at Smith Road". Feedback was provided by Plan Commission on August 17, 2021 and Planning & Development Committee on September 13, 2021. The Concept Plan and materials can be found on the Project Documents menu.
